Environmental Impact Assessment
The Environmental Impact Assessment (EIA) Report for the Rosia Montana Project was developed by a team of independent experts. The report analyzes all the aspects of the gold and silver mining project from Rosia Montana, from the construction phase, going through the operational phase, mine closure and environmental rehabilitation, to the post-closure phase. This document is accessible for all interested stakeholders and was submitted for public debate, according to legal requirements.
This chapter offers information about the project owner, the certified authors of the environmental impact assessment, an overall description of the project and its phases (pre-construction, construction, operation and closure), raw materials and chemical substances or preparations used in the project.
This chapter provides a description of the proposed technological processes, necessary techniques and equipment, and considered alternatives.
MANAGEMENT SYSTEM PLANS
This chapter presents in details the generation, management, disposal and recycling of waste. In its project management plan, the company integrated the best available techniques in terms of waste monitoring and handling.
Management Plans
This chapter describes and analyzes the potential impact of the mining project on environmental factors, including its cross-border impact and proposed mitigation measures.
This section presents the potential impacts on surface and underground waters which could be generated if the Rosia Montana Project is implemented. This chapter also explains the safety measures that RMGC will take to maintain water quality in the project area.
Baseline Reports
This section presents details of the project phases and their potential impact on air quality. It also presents the measures to be taken by RMGC to minimize project impact on air quality.
The following paragraphs present general information about the noise and vibrations generated by the Project activities, as well as the legal requirements, sources and potential categories of impact associated with the construction, operation and closure phases of the Rosia Montana Project.
Baseline Reports
This section describes in detail the types of soil in the Project area and the measures aimed at preventing soil degradation, as well as the soil rehabilitation and reclamation activities that will take place throughout the operational phase.
This section describes the initial geological conditions for the Rosia Montana Projct, the regional and local geological characteristics and specificities of the Project site.
This chapter makes an inventory of the flora and fauna in the Rosia Montana area, and presents the measures that RMGC will adopt in order to protect biodiversity in the project impact area.
This section presents information about the current status of the landscape from Rosia Montana, the changes that the project will bring to the landscape and the reclamation and remodeling methods to be used in each product phase.
This section offers an overview of the potential impacts, proposed improvement measures and related management plans concerning the economic and social aspects related to the Rosia Montana Project developed by RMGC.
MANAGEMENT SYSTEM PLANS
This section describes the potential impact of all Project phases on the cultural heritage, as well as the measures to be taken to protect historical assets in the mining project area.
MANAGEMENT SYSTEM PLANS
annexes
The transport of equipment in the project area will take place in conditions of maximum safety, for which RMGC shall take all necessary measures.
In order to identify the best alternative, this chapter includes a description of the alternatives, i.e. alternative site, a different timing for starting the project, other technical and technological solutions, alternative measures to mitigate the environmental impact etc., specifying the reasons which resulted in this choice. This chapter also presents the “zero” alternative, meaning the situation without the project.
chapters
This chapter presents an environmental monitoring plan, indicating the environmental components to be monitored, the periodicity, the parameters and the site chosen for the monitoring of each factor.
MANAGEMENT SYSTEM PLANS
This component is a control tool required for engaging any major project. The global assessment of the risk associated with the Rosia Montana Project is done via the methodology for fast assessment of the environmental and health risk developed by the Ministry of Environment in Italy and the World Health Organization.
MANAGEMENT SYSTEM PLANS
This chapter presents the (technical or practical) difficulties encountered by the project owner during the environmental impact assessment.
This non-technical summary briefly presents the results of the EIA Report drafted by independent experts accredited by the Ministry of Environment and Water Management.
This chapter analyzes the potential impact of a cross-border event that may result from the construction, operation and closure of the Rosia Montana Project from Romania.
This chapter offers additional information about the initial conditions and other relevant management plans.
The documents contains the 5,600 + questions received from the public during the public debates held in August – September 2006, as well as RMGC’s answers to each of the questions.
