Historical center - protected area
According to the List of Historical Monuments published by the Ministry of Culture and Religious Denominations, 41 buildings within the premises of Roşia Montană (respectively two churches and 39 houses) are classified as historical monuments of local importance (B category). Law 5/2000 provides as protected heritage assets Piatra Despicată and Piatra Corbului (natural monuments), as well as the Historical Centre of Roşia Montană (historical monuments), mentioning „the village fair”, the market, Berg neighborhood, Brazilor St. and the area upstream from the market, towards the lakes as location details.
None of the historical monument houses under the project proposed by RMGC is to be affected by the industrial area of the mining project, while all of the 41 historical monument buildings are to be included in a wide rehabilitation and restoration program, together with over 300 “vernacular” houses within the Protected Area.
At present, RMGC owns 26 buildings with historical monument status. They were purchased in compliance with the legal provisions of Law 422/2001 on the protection of historical monuments, republished, the buildings being in various stages of preservation at time of purchase.
Of the 317 buildings included in the Protected Area, RMGC owns 233 of them, all being included in a short-, medium- and long-term maintenance program with a view to being preserved and rehabilitated.
In 2008-2009, RMGC set up an ample emergency intervention program on the buildings situated in the Protected Area, a program coordinated by a team of architects and audited by international bodies.
Emergency interventions have been conducted on more than 115 buildings in the Protected Area under this maintenance program, while a medium- and long-term plan has been created to preserve, restore and revitalize the Historical Centre, so as to become functional and habitable again. Following the same train of thought, the design documentation for 11 buildings situated in the Historical Centre – Market area with a view to starting the restoration stage are in the final completion phase, while the restoration works for the architectural facade of the historical centre of Roşia Montană (building no. 325) are about to be completed.
Regarding the natural monument of Piatra Despicată -- a block of andesite thrown up by a volcanic eruption situated at the foot of Cârnic massif, a few meters above an industrial-communal road – in 2002, the Romanian Academy’s Commission for the Protection of Natural Monuments, based on the documentation submitted by Agraro Consult, approves its movement on a site which will not be affected by future industrial operations. Consequently, under specialized coordination and supervisions, Piatra Despicata will be moved in a site approved by the Romanian Academy and the Ministry of Culture and Religious Denominations, preferably in the Protected Area of Roşia Montană, so as to be easily accessible to visitors.
Within the Historical Centre, RMGC aims to promote the development of traditional tourism (boarding houses, small restaurants). In the Eastern and South-Eastern areas of the old centre there are the historical pools: Tăul Mare, Tăul Brazi and Tăul Anghel. Modern recreational tourism may be developed here as well. All the proposals made to develop these sites must proceed in collaboration and consultation with the local community and local authorities.
